PS: "it's ironical that the site reporting this news itself uses a whole bunch of Yahoo, Google and other ‘partners’ to track and advertise to visitors.

The site was not compliant because he didn't use IP anonymization.
If you use the anonymization option, Analytics is perfectly legal in the EU.
In fact, Analytics cookies are compared to technical cookies and do not require a cookie consent if anonymized.

What if you don’t do anonymization option and keep GDPR cookie is it fine?
