Because currently, their algorithm is bad. SERP still can't determine whether webpages contain true or false information.
They update continuously so that in the future the SERP can show true info and eliminate false ones.
When that happens, we can already plant succulent on Mars, and Grandpa Joe is having fun diving Mariana trench.

They update their algorithm to fight against spam. If they are not able to deliver good results for searches made by user, people will stop using them.

They cycle the SERPs to push more money into Adwords. Always notice major algo changes, which tend to coincide with the beginning of the quarter. lol....conspiracy theories yo!

It is not a "conspiracy theory". It is simply the truth.
You think Google is working on their algo to better serve the user? Yes it is! And they are being honest.
Who is the user? Everyday net surfer? No!
Google user = Adwords buyer.
