For an Adx account, you website must have 10M page views a month.
First get the Adsense approval. Make some money, wait for 10M page views and than contact Adx.

Getting a real Google ADX account directly from Google is nearly impossible unless you're a large publisher with consistent, high-quality traffic. Most people access ADX through a certified Google MCM partner.

Once you switch from white to black, your account likely hit a trust filter. Google doesn’t suspend it, but it silently limits how much traffic you can get. - OR set up a Google MCM yourself deal if you’re a big publisher... which I honestly doubt. So this would be overkill.
There are not a million solutions. You’ll need to go through a 3rd party SSP or reseller because I mean, you can't just sign up for ADx so yeah, it's not going to be as easy and smooth as you think it'd be.
