Hi , can i use lets say a budget per hour and not per day ?
eq. 20$ per day or 1$per hour ?

I dont think so, but there is an option to spread whatever amount throughout the day or to exhaust it asap.

Yep, you can only set daily budgets, but you can set how fast/slow it is spent or even the times you ad is shown (ad sheduling).

You can create one campaign for each hour of the day and set a daily budget
