Sometimes, you have to signup for it and they issue you credits. When you signup you have to tell them what you are going to use it for and who you are going to use it for.

When I signed up I said my plan was to use the API to download all my keywords from my AdWords account and track their changes each day and that I was using it for myself and not my clients. Google gave me 40,000,000 api credits to use each month for free and each month it resets. If you don't get them for free you have to pay $.25 for every 1,000 credits.

Although, to be honest. I never reach my API credit limit, but then again I also pretty much only use it for my AdWords account. I believe the most amount of keywords I harvested was maybe a million within an hour.
