Today I created PayPal account and added VCC to it.

How long should I wait before attaching it to the Google Adwords account with the dummy campaign?

Be sure to have your google account created from a unique device and IP. As far as Paypal is concerned, you won't have a problem with that.

Only one way to find out (I wouldn't use AWS IPs though)? I will say that most probably not. If you dont have a good card that gets linked to google adwords without issue then you are bound to get into suspension sooner or later even if you have used it via PP. If you dont get banned for suspicious payment activity in the next 3 days after adding the payment method, you are probably good to go.
 
if the account created from a unique device and ip then it will take at least 72 hour
 
Dont manually attached payment method if you are looking for threshold accounts.
First attach your payment method to Google App Store.

about 24 hours you can add payment and then after few hours create campaign..i hope it working
