Why u need impressions? It brings u nothing. But if u still need it then choose highly searched niche and put lower cpc and there u go. But i still dont understand why u need impressions cause impressions are when ads are shown and most of the times people even dont see/read it.

For search campaign, target Broad keywords, example :
If you are in the "gaming" niche, you should target +video +game instead of +best +free +video +game +offline +2020
You will generate cheap traffic with big volumes, of people that are interest but not enough to click or to buy.
If you want more click, then use only Broad Match keywords by removing the +
Use Google Keyword Planner to find keywords with High Volumes, but that contains only one or two words, don't choose long tail keywords
