Google Adsense + streaming site

Hi, I just noticed a site that is monetizing streaming contents with google adsense.
The site is active from 2019 and it has about 400k monthly users...
How is it possible? Shouldn't this be forbidden by google adsense rules? Is there any trick or something?
Yet this site is earning money from them from years...

any idea? Of course I meant illegal/warez streaming site
