I have domain example.net when I search google there is an ad containing my domain. Then click on another domain that is not mine. I don't know if someone is intentionally impersonating me to run ads. Does anyone know about this form of running?

Using your domain for ads? Can you show us the screenshot? It's very unlikely that he can cloak your site without accessing it.

They are doing this with the tracking template method.
 
I ve seen people advertise google com with some fishy ad descriptions. What's going on
 
Your domain may have been listed as a “Displayed Domain” in a google ad search announcement.
 
This may be ad spoofing or domain squatting, where someone uses your domain in ads to impersonate you.
