I am creating multiple Business campaigns. Initially it gets approved but later on it ask for more documents like a Business license and a personal indetification proof. So i am providing Businees license and personal document (Which can be of any admin doesn't need to be owner's document ). In 24hrs it gets rejected and account get suspended due to circumventing policy.

Am i doing something wrong?
Looking for help to resolve the issue.

Your issue likely stems from the digital fingerprint left behind when creating multiple campaigns. Google is very efficient at detecting similarities (IP address, browser fingerprints, cookies, etc.), triggering deeper verification procedures, eventually resulting in suspensions. If you're not already doing so, you should consider using high-quality mobile proxies to ensure each account maintains a distinct and genuine identity from Google's perspective. This significantly decreases the likelihood of being flagged for "circumventing policies". Also, ensure each account consistently uses unique and coherent data (documents, addresses, payment info).

Already using residential proxy also tried many other ip's but my problem seems to be different this time.

There are few important factors for result is such suspension after documents successfully verified. Change your country currency or try different currency with same billing country and if problem still persist than switch country and currency both.
As far i know currently Australia is not working since 24th March so I would recommend you to switch country and currency both.
 
How new are the emails on these accounts?
Few years ago you could use basically brand new accounts and run ads, then they had to be a few years old, actually be used, basically anything that shows they aren't real legit emails belonging to a real person is now a red flag

Verification is getting failed and i have doubt its due to personal document.
Is it mandatory to personal document of the business owner or any admin of that campaign.

You must change documents and it will be fixed for sure.
Share me screenshot of organisation document page once after uploading because it shows error after uploading or after final submission. If it so then the concern is with business document not with personal identity.
 
Your account may have triggered the Google Circumventing Systems Policy.
1. Please check whether the ip, payment information and device used by your account are related to the previously blocked account.
2. If your account is involved in black and gray (BH/GH) operations, it is recommended to use a more stable account raising strategy, such as slowly increasing the budget.
3. Try to provide documents that match the account registration information and make sure all the documents have the same information.

1. Mismatch between business and personal documents. Google wants everything to align: name, billing info, IP location, currency, and even the legal entity structure. Since you're already using antidetect, maybe try switching up the tool just to eliminate that variable. Some browsers handle environment spoofing slightly differently, so it might be worth testing others like gologin, hidemyacc, dolphin, etc., depending on what fits your flow best. are you verifying as an individual or business entity? And what GEO are you in? Some regions (like India, SEA) get flagged more often
