If by verification you mean, advertiser verification stuff, like id or info. then I'm sure Google will able to detect that and hit you with the circumventing systems policy suspension.
Nowadays, even using same fingerprints, vcc... can get you suspended. There are some exceptions of course but that's the majority.

Creating multiple Google ads accounts is not recommended because it is against Google’s policies.
Google automatically checks information against its database of suspended accounts. If they find similar information, they will suspend your new account as well then It will be more difficult to submit an appeal to Google ads suspension.

Simply setup different identities for each google ads, different docs, different ips, masking hardware, there are a lot of factors to it, it takes time and practice to see what works or what does not, but that doesn't mean its impossible.

Google wont be able to catch you for verify 10 account with the same docs, they dont have enough data to compare with. In case they catch you, they will reject the verification process instead of suspending the account
