Google ads verification ID question

Question for anyone who knows 100%: so we have had off and on success with Google Ads, each under a different company name, address etc. Sometimes the accounts run great for a long time, sometimes not.

We usually verify with the company owner's passport or DL. But one thing is coming up: on this next verification, the company name is new to Google Ads (not a problem). And they are asking for the company docs (also not a problem). But then Google is asking for the ID of the owner, and this time the owner is the same as one of the previous accounts. Does it matter if the previous account had the same passport used if this time we're using an entirely different company? And what if the previous account under the ID we want to use again, was suspended?
 
Even if you get verified, with use of the same ID used in previous Ads accounts, sooner or later your account will get suspended
 
If Google is using an automatic ID verification, it will show that someone has used the ID before but if the verification is manually done, you might have luck in getting another account verified with the same ID.
 
Google checks both the business and the person’s ID, so if the owner’s ID was banned before, using it again can still cause problems even with a new company.
 
new docs are always required. They have a back up of everything.
 
If that passport was tied to a suspended account, Google will likely link it to the new company — don’t reuse IDs; either appeal the suspension, use a different legitimate owner, or get a Google Partner/reseller to set up compliant accounts.
 
As a precautionary measure, respect the 1:1 ratio of consumables you will be using, on each google account.
 
From what I’ve seen, the company docs carry more weight than the personal ID for approval.
