I can create google ads account with threshold and reactivate them after suspension but the problem when I launch the ads the campaing doesn't spend nothing so I don't get any impressions on my campaign if anyone could give a little hint to fix this I would appreciate that. Thank You.

If there is no account review and the ad is approved (or eligible) and you are not getting any impressions even after the 3rd day, then pause the campaign (make no changes), wait for 4 to 6 hours and unpause the campaign, if after that again by the 3rd day you are not getting any impressions, pause the campaign and create a new campaign (which can be the exact same as the initial campaign) and usually this fixes such an issue, in my case.
Nonetheless, do check your keywords biddings, daily budget and also ensure that your campaign setup (keywords, ad headlines, ad descriptions) & landing page are ALL totally relevant to one another. So, for example, if your landing page is about desks, then let the landing page be ONLY about desks AND your keywords, ad headlines & ad descriptions need to be ONLY about desks : This will ensure that your setup is "seen" as optimized as per Google Ads algorithms and gives a better chance towards getting impressions and clicks, if incase the keywords biddings also are proper.
Yes I do. I put 10$ in the vcc for checking but the same problem so I have to change the vcc to a strong one ? and use a strong residential proxy ? can you give me a hint of a strong proxy

Check if bid strategy is learning. Remove and set to manual cpc
Google Ads Invoice is a account of corporate ,you can anything that you want , it's hard to suspension and campaigns run faster.

Stripe and revolut etc are not available in my country, also i have two questions pls
1) How do i make my threshold up to $300 threshold when i create accts theyre usually $10 or $50
2) Also does google business acct help reduce suspension

you can buy stripe/revolut accounts outside your country and use them without issues
1. some countries offer more threshold. search for them
