Following are the steps to get Google Ads threshold
1) Select a country for which Google Ads has postpay (automatic) payment option, such as US, UK and most EU countries.
2) Get a good quality 4G mobile proxy of that country.
3) Source a card or vcc which will be accepted by Google Ads for that country.
3) Go to ads dot google dot com
4) Signup
5) At the billing page, select postpay (automatic) payment
6) Add the card or vcc & complete the billing setup
7) Now you have your threshold Google Ads account ready for you.

It depends on the country you create the account and the Proxy you got. If it is a crappy proxy threshold could be 10EUR or $50 or $350 or 200EUR or 300EUR.
