Because it appears to Google Ads algorithms, that you are creating a threshold account only to churn & burn. This is (99%) the reason for getting account suspended due to suspicious payment. So, what are the probable solutions ? These have already been discussed to the maximum possible extent, as to all what can be shared openly, in various (hundreds of) threads in the https://www.blackhatworld.com/forums/google-ads.83/.
By the way, do appeal each & every suspended account, by filling & submitting the Google Ads account suspension appeal form.

80% to 90% of the threads in the https://www.blackhatworld.com/forums/google-ads.83/ pertain to Google Ads accounts suspended due to suspicious payment and it has all, already been discussed to the maximum possible extent, as to all what can be shared openly.
So, the buffet is right there in front of you. You have to serve yourself (otherwise, it's popularly known as spoon-feeding).
