from what I've heard your best bet is to have an aged account. especially since you're running ads. It might work. I haven't tried it. Just the general consensus is that aged works best.
How does people have $1000 threshold accounts?

As one makes payments in a GAds account, the threshold increases. However, in a new GAds account the thresholds are never starightaway like US$1000. For example, in a new US GAds account, the threshold (as of now) is US$350.

If you are trying to have Aus account then you must have Aus VPS. but here We are mostly discussing USA Adwords account so you need to have USA vps account.
