Using a bank card that’s linked to another Google ads suspended account
You likely got suspension because your account is sharing similar payment details with another Google ads suspended account. Two most vital things to point out here:

The other account could have been getting a suspension for any other reason or not essential for payment issues.

The different account has to get suspension a while ago,

Google states that every marketer should use their card and payment details. But there’re still several companies who prefer to cover the marketing costs of their customers and pay them directly.

The clients will repay them for ad costs and Google ads campaign management fees, and other commissions the agency might charge.

You’d avoid this model and insist on paying yourself for every ads campaign. This way, you’ll have complete control of your transaction info and reduce the risk of getting your account suspended for payment issues.

Using a bank card that’s already linked to an active Google ads account

Google reserve the full right to suspend any account deemed to be violating their Google ads policies.

You have not paid the Google ads bill.
If you have failed to pay your Google advertising expenses on time, your Google ads account will get suspension until you pay the outstanding balance.

But in this circumstance, you will see a different warming notification that reads – your service has been blocked to sue unpaid invoices.

If this is your problem, it is simple to solve, and you have to pay your invoice, contact the Google support team, and send them proper proof of payment. this is correct
i had made some new accounts under my mcc and both of them got suspended with reason "suscipious payment" even there is no campaign yet running

i had made appeals for the accs and saying that the accs is made for my new client and in few hours i got all the accs unsuspended

so in my opinion if your ads account got suspended because of payment issues you still can get it unsuspended, the harder one is when you get your account suspended because of circumventing policy (had 3 accs under my mcc with this reason and unlink it from my mcc)

That's really impressive that you managed to get them unsuspended when they have "Suspicious Payments". In more than 95% of the cases an appeal for Suspicious Payments is not successful for me. And if it is successful in 5% of the cases then it seems to have been unsuspended by accident as they receive a new suspension (either "Suspicious Payments" again or "Unpaid Balance") only hours after they got unsuspended. Are you doing anything special when you appeal? I know that you can receive SP suspensions for many different things that are not just payment related, but after a long time of working with accounts and also reading here, I am not a bit closer to a solution.

i'm not doing something special just tell them the truth that the new clients who responsible for the accs is willing to use my payment profile
maybe because i creating the accs under mcc also my mcc is old mcc from 2016 so they accepting my reasons
 
So suppose if the account's holder name is Mr. X with Address A, is it not possible to use a Card that belongs to Mr. Y with address B? If the answer is NO then how do we properly farm GAds accounts? Because even if I am using unique cards but they all are issued under my name. So how to handle that?
