For example i list my product on eBay/Amazon.

Can i use google ads to advertise them on google? Or the website should be mine?

If on Google search (search ad campaigns), then have your own website (domain).

You should promote own website or less popular websites. Google may suspend reseller accounts.

Google ads can be used to run, and for search ads, you can directly promote ebay/Amazon product links.

Or you can make your own website and synchronize the products to Google's gmc ads, the effect will be better.
