What is the reason why Google Ads has been reviewed but has not burned money?
There are many reasons that could cause this.What is the reason why Google Ads has been reviewed but has not burned money?
By Google Ads has been "reviewed", it is fair to assume that the ad status shows as "Approved" or "Eligible".What is the reason why Google Ads has been reviewed but has not burned money?

By modifying the timetable, budget, bidding and other information, the advertisement started to burn money, but the burning stopped after a period of time, and there was no problem with the policyBy Google Ads has been "reviewed", it is fair to assume that the ad status shows as "Approved" or "Eligible".
Has it been "Approved" or "Eligible" just today or yesterday ? If that is the case, then wait : NOWADAYS, in most cases, when an ad gets approved (or eligible), it takes around 48 hours for the ad to start showing impressions / clicks.
If above is not the case, then there can be LOTS of reasons for that. FEW of these many reasons are :-
1) Improper campaign setup : LOTS of aspects in an improper campaign setup. ONE of it is for example : keywords such as "best potatoes", "cheap potatoes", but ad headlines about watches, ad descritions about planet Jupiter and landing page about monkeys. In other words poor relevance between keywords AND ad headlines AND ad decriptions AND landing page, will results in poor ad performance.
2) Improper keyword bids
3) Daily budget not able to support keywords bids : Example : A campaign has 3 keywords with bid(s) at US$5 each, but the daily budget is set at US$2 !!!
AND, what does it show in the "Policy details" column ? Does it show as "Approved" there as well (this is DIFFERENT than the "Ad status").
And, if the "Policy details" column is not visible, then go to the "Columns" settings (option) (under "attributes") and enable it to show from there. In all campaign types, "Policy details" column can be enabled to show.

There could be LOTS of other reasons too, for poor or low or very low ad / campaign performance.

There is a story of a man whose car stopped and then the card could not start. So, he left the car and walked 3 miles to a mechanic's garage and asked the mechanic "Why is my car not starting ?". The mechanic replied "I do not know, because there are LOTS of reasons why a car does not start". It is a similar situation with various aspects of Google Ads as well.
