I am looking to run ads to promote a travel visa services site - other competitors in my niche are running Google search ads successfully, but I get mine rejected with:

I already mark the site as 'this isn't an official government site - here is the link to the official portal. Our fee covers optional concierge services: manual review, timed submission, group handling and customer support. We cannot influence immigration decisions, and paying for our service does not guarantee entry into X'.

maybe you can try:
  1. Auditing & tweaking your LP: Optimizing disclaimer placement (above the fold), removing government-like UI elements/badges, and making fee breakdowns 100% transparent.
  2. Ad Copy Adjustment: Rewriting headlines/descriptions to explicitly frame your offer as a "Private Assistance/Concierge Service" to pass manual review.
  3. Appeal / Campaign Setup: Handling the appeal process directly with Google support or setting up a compliant funnel structure to get your ads live.
 
Google automated scanner is probably flagging the word government itself even if its in your disclaimer... irony is real with their bots. @providing173 have you tried changing the wording to something like private assistance portal without using the words official or govt at all? Also if that domain got flagged once it is super hard to get it clean and you might just have to launch on a fresh domain with clean copy from day one.
