Run both, run a split A/B test. That may sound trite but it's the only way to know.
 
I also agree with the opinion why you need Bing Ads if you have Google Ads + cloaker. Google covers the whole world and people have more trust in it. And Google, in turn, trusts agency accounts more. So go ahead.
