Google Ads Niche Campaigns - "Page Views" vs "Purchase" as conversion goal using offline uploads

Hello hi,

A question for those running Google Ads in a grey niche, or potentially even black

The platform in question has a cloaked payment link. It's a fairly low-risk niche, so currently it's running Google Ads with a goal of "Page Views" using GCLID uploads for conversions.

Right now, it's set as "Page View", with the GCLID being for those who completed a purchase through the gateway and have a successful payment_id.

Wondering if anyone has any experience with using the "Purchase" goal, as Google claims it focuses on "higher intent" bids and clicks. Does this also signal to Google that there is a purchase/payment element over page views?

Right now, scaling and CPA are decent, but there's always room for efficiency

Any thoughts, ideas, and suggestions are welcome and appreciated

(The obvious solution is test it, but given warm-up times and the nature of a slow scale using offline conversions, I'd prefer not burning/testing unnecessarily)

Switching to “Purchase” usually helps Google optimize for higher intent clicks, but with offline uploads it can be slower to learn—still better for scaling if your conversion data is solid.

One thing to keep in mind is that offline purchase signals tend to introduce latency and sparsity, which can make automated bidding less stable, especially during scaling. In those cases, page-view or upper-funnel goals sometimes perform better simply because they give Google faster and more frequent feedback.


From what I’ve seen discussed, the risk isn’t so much that Google “knows” there’s a payment element, but that switching goals can temporarily reset learning and impact CPA if the signal quality isn’t there yet.

Yea, previously the site ran with GTM and Purchase as the goal. However, the suspensions were getting too frequent, so we changed to Page View and offline which seems to have resolved this. That GTM was likely giving Google too much info

Offline has been slower to scale for sure, but it's getting back to the old numbers now as we have more stability/life out of an account

Yea I've also read the whole "Purchase" goal prioritises higher-intent traffic thing, but wondering what that difference really is vs "Page View". Daily conversions are anywhere between 300 and 1000+ once in full swing, so it's not a matter of getting more versus getting CPA down

CPA and scale aren't bad, but we're always looking for efficiency where we can
 
It doesn’t really make a difference whether you optimize for page views or purchases when the conversion is being uploaded offline anyway.
 
stick with page views bro, changing to purchase might trigger a manual review and flag your cloaker... if CPA is good dont touch it.

keep using page views, purchase goal attracts manual reviews on grey accounts.
 
If you’re uploading real purchases via GCLID, switch to Purchase.

Even if you label it as “Page View,” Google still optimizes based on the goal type. Purchase tells the algo it’s a revenue event, so bidding shifts toward higher‑intent users.

Expect CPC to rise slightly, but traffic quality usually improves.

That said — if CPA is stable and scaling is working, don’t flip the whole account overnight. Duplicate the campaign, test Purchase with lower budget, and give it 30+ days since offline conversions take time to stabilize.

In most cases, Purchase wins long term because it’s a cleaner signal.
