Google ADS multiple ban

Hi, I used to run a Google ADS campaign for my e-commerce where I sell YT views, FB likes, IG followers etc...
I used a landing page with no reference to this services, just a "go to the offer" button linked to my main website.
After about 4-5 years without any big problem, our credit card reversed an amount sent to Google and my G account went negative in its credit.
After that, Google banned my whole campaign, my linked C/C, bank account, domain etc...
I started a new campaign with new payment method and it lasted 2 weeksn, than a ban again.
I started anothe campaign yesterday with everything new: new domain, new ayment method, an old ADS account usend in 2017 for a white hat promotion, then again google banned everything.

It's possible that Google blacklisted my IP, device or that check my browser/cookies?
Do you have any suggestion about how can I proceed?

FB Ads is a secondary choice, incase you're wondering about an alternative.

I dont know which kws u exactly use but its restricted niche for them. I know u got live some accs and and it works better on old accounts. Since you ran successfully means the kws and ads are still good. They dont track cookies, ips or similar. Most probably the problem can be new payment method on old account. Nowadays its tricky to change payment methods without suspension (depends on country). Like a year ago it was safe and u were able to use 20+ cards with different names even.
