Just get an aged account and consider these before making a campaign :
1. Don't add all keywords first
2. Don't use best,better,cheap or any other sensitive keywords in title and description
3. If you want to use cloaker , don't enable it before getting some clicks
4. Use aged or warmed account
5. Get a safe page (if your keywords are a bit competitive)
6. Don't edit the campaign in first 2 days
