Run an EFFECTIVELY cloaked campaign. About the same, it has already been discussed in full, in various threads of the (this) https://www.blackhatworld.com/forums/google-ads.83/ section. I've observed a few advertisers running EFFECTIVELY cloaked campaigns, selling guns also.

Real Question is what kind of Keywords we can target ? Cloaking Works only with Ad Copies but we need targetting Keywords from same niche

You can google search the keywords to effective ads running

You will have to research on what alternative allowed keywords to use and accordingly make a safe landing page and then run a cloaked campaign going to the money page.
