I’m trying to get approved for a google ads dispatch account, that will allow me to advertise in every state with one account

I've never heard of a Google Ads "dispatch" account.
By the way, with any normal typical usual Google Ads account, one can advertise in every state of a country or an entire country, or a particular city, etc, etc.

I’ve tried this with my locksmith advertising account and it won’t let mw
I’ve seen people that are able to advertise all over the us
Idk if it’s the ad itself or the account

What exactly does that mean? With regular account, you can target different locations.

As i remember locksmith niche has different policy where u may need to verify your business.

Yes
I can get it verified as I’m licensed
Whenever I upload an ad outside of my state it gets denied
