Hi guys, what if I put my billing address to USA, though I don't belong to that country and use PayPal to make payment in adwords, will I still be eligible for Google ads credit available to us citizens?

Yes you will still get Google Credits after the tenure Google allocated to your account.

No billing address is of USA , but payment will be made using Non-US PayPal Account.

in such case possibly to instant suspend by showing " suspicious payment activity"
