Google Ads + CPA

If I make an amazing website (well written, well designed etc..) and I offer something for free, let's say an e-book about anything, and I gate it with CPA offers, or content lockers, will Google allow me to run ads for that website?

Will they accept my website as it will look like a funnel, but well made/written, and when people will want to download my e-book, it will be a content locker CPA.

Does Google ads allow this?

I would like to know the answer to this as well.

Maybe search for cloaking your offer for G not to notice. No expert, just an idea
