I had this issue, resolved by itself after a few reconnections
 
Try clearing your browser cache, disabling extensions, or switching browsers if Google Ads CAPTCHA isn't loading.

open the account in firefox, this solved it to me 100% of the time

I've been switching between Wi-Fi and incognito mode, using the Microsoft browser, for over a week, and finally, when I switched to Firefox, it worked for me.
