Google ads appear on bottom instead top of page

Apparently on some niches every google ad appear on bottom of page. So far i haven't found an explaination regarding the matter. Anyone knows why?

I don't think you read carefully. It's happening on specific niches, which means all ad bidders appear on bottom. Not even one on top. Implies for multiple websites and tens of keywords
 
The ads shown at the bottom would be ads that do not meet certain aspects of ad-rank.
If for any keywords, no ads appear at the top, but only at the bottom, that means that none of those ads have met those certain aspects of ad-rank, to make them appear on the top, so they appear at the bottom only.
