Google Ads appeal question.

2 years ago i created an account and i used VCC with a fake name. Obviously, i got the "suspicious payment" suspension. Google wanted me to provide payment proof but i just did a chargeback and got my money back because i didn't care at that time. I created a campaign for one of my apps that i would like to try run a promotion for.

Can i run ads on the app that was involved in a suspended account from another account?
Should i change the account details on the account for my personal details like the name, payment method details, and business name... and make an appeal or maybe it's better just go for a new account?

Considering you did a chargeback that account is done. You can run app that was ran on the suspended account but there is always a risk which is involved. Because theoretically someone could then on purpose run your app and get suspended, meaning it would affect you. So I doubt it has much affect on you. You can also try appealing but like I said, doubt you’ll get that account back since you made a chargeback. Very unlikely.

It's better if you create new account coz the last one you did left a footprint that was flagged already.

After i got suspended in my appeal i demanded the money back instead of reinstatement. They explicitly said that i should do the chargeback so i don't think this action is considered as something bad.

"To reverse a payment you previously made into your Google Ads account, you'll need to dispute the charges directly with your bank
Please instruct your bank to charge back or cancel the charges from Google Ads. Your bank will then be able to recover the funds and issue a credit to your bank account"

Seems you are expecting a refund for spendings that actually happened in the GAds account : this will not be refunded to you even if you do a chargeback. Only unused funds get refunded & even for that there is no need for any chargeback : just cancel a suspended account and any unused funds will automatically get refunded to the source of the payment of the funds. The fact that GAds asked you to do a chargeback, points to the fact that you are expecting a refund for spendings that actually happened in the GAds account : this will not be refunded to you even if you do a chargeback.

I canceled the account first, waited few months but the unspend money did not come back. So i had to do the chargeback.
