Google ads account with high cost

I don't know if it fits this category, but I wondered why in my country, they care so much about google ads accounts with high spending and trying to get it back if it's suspended even with high cost. Does it comes up with any advantage(just for example)

old account usually last longer for any niche specially if the account had re-activated from circumventing systems policy suspend

The advantage of high spending is high spending (spending high on ad campaigns). In other words, instead of being able to spend US$1 per day on an ad campaign, high spending means being able to spend even thousands of US Dollars a day on an ad campaign ?
