I set up a new account, ran clean campaigns first, then pushed cloaked ads. Within 2 days Google banned it for suspicious payment activity. Card was fresh, no reuse. Anyone know why this happens?

It depends on the method you used to pay, Google may reject it.

Even 100% legit Google Ads accounts do sometimes get suspended. Google Ads agency accounts (100% legit) also sometimes get suspended.
Just appeal each and every account suspension and if the account has a clean campaign then reactivation chances are 90%.

Don’t launch cloaked campaigns immediately after adding payment. Warm the account with a week of low-risk campaigns. New accounts + high-risk funnels trigger instant bans.

Check your IP and billing address setup. If they don’t match, Google often auto-triggers the ‘suspicious payment’ ban.

Suspicious payments do not always mean problems with the payment. Often it is one of the bans that are given for violating Google policies.

Google’s algorithms can be overly cautious with new accounts or unusual payment patterns, even if everything’s legit—try appealing and maybe run lower-spend, compliant campaigns first to build trust.

As far as Google Ads is nowadays, forget about why the account suspensions happen, because even completely legit accounts do get suspended. Just fill and submit the account suspension appeal for every suspended account.
