I added to my new blog 14 unique articles that I bought from Fiverr, and I got approved by Adsense.
 
I will add few more points to the above suggestions -

1) Make sure your privacy policy and Terms of Use pages are created and have appropriate updated content.
2) Make sure your contact us page is easily accessible and has your email displayed. If you are comfortable adding postal address then it will be great though not mandatory.
3) The site should have ORIGINAL content and not duplicate/plagiarised one. Post at least more than 10 such posts.

I always follow the above rules whenever I need to apply for Google Adsense for my new sites. Hope my answer helps.
 
Delete any empty categories, and if you get kicked back for thin content, merge the thin categories together with thicker ones, than restore once approved. The bots hate thin catagories.

Yes it can be copied, but never publish it 'as is'. It has to be carefully altered as per your sites requirement. For example, if your site re-publishes content from other websites then you need to mention that in the Privacy/ Terms / Disclaimer pages and give due credits to the source.

Also if you require your users to submit their content then you need to mention how you are going to manage that in terms of copyrights, etc.

Every site has different style of working and these important pages should reflect the important points regarding that.
