I used the cloaking technique, but my Google ads got rejected for "hacked site". May I ask what is the reason?

Probably a script you have on the page that is flagged.

why not you ask your your clocker support team i think issue is cloaker script best is ask his team

Its not because of cloaker - check your landing page , if everything was clean and not against any policy
I also suggest you add cloaking script after your add is approved and spend some safe spend .
