Simply focus on taking the client and work with a virtual assistants who does this including other online stuff for you
Many local businesses think short term,but you need long term plans generally on the internet this days
Getting real results is getting difficult so you need a plan to stick to to make any difference

You have to test multiple campaigns AB tests and most important remarketing campaigns to see some results

Those stats you added don't describe the situation. To get some advice you need campaign settings and keyword statistics. What conversions are you tracking?
