i think its depend on how old the account, and account status (warmed or not) but keep in mind when you buy google ads account and changing payment info in the account can get the account suspended for suspicious payment

Thanks. The only reason I want to get the account this way is because I can't build a business on something as unpredictable as google adwords. Their random shut downs of even legitimate businesses make this very difficult to run. Tha's why I would need a back-up since I need to invest a capital to start promoting something in adwords. So if someone has an offer I am willing to try.

you can contact some Hongkong google agencies
but buying an aged account might not guarantee running your ads with no issues.

If you are looking for a long term account you should use manual payment acc not automatic
