Hello, I have a problem with gmail accounts.
It asks for phone confirmation 2 days after creating the accounts. When I confirm, the account is closed after 2 days.
the account is not closed when I do not provide phone confirmation... but he asks for a phone when logging in.

From the exact issue explained by you, it seems that the browser / device fingerprints are being seen as unnatural by their algorithms. Apart from that you mentioned "tracking features disabled". I do know that most people will say disable tracking. In my experience, that is not a good thing to do as far as accounts creatin success is concerned. Enable tracking, but use different browser profiles using any good anti-detect browser.
Next : "the account is closed after 2 days" : Do you mean that the Gmail accounts then show something like "You account is temporarily disabled", etc ? I agree with what @Trust WorkShop .

Also, that's a problem if you're renting out the mobile numbers you use to activate. When the virtual number used in any account that is in violation of the policy is used again, the new account is also suspended.
