Let me clear up few things:
Unacceptable business practices - mostly adcopy problem (u can get it in the middle of campaign when google catches up your kws or adcopies). Unacceptable business can happen with bad words in adcopies (mostly fake promises,happens in new accounts mostly). U can get campaign live but it can happens when u start getting impressions/clicks.
Circumventing - means something is really wrong with your campaign (it can include adcopies or keywords) - can also come later when your campaign has been running and google catches up later
Suspicious payment - has almost all the time nothing to do with payment.
Few more things - circumventing hardly comes when they link with previous accounts or same ip.
Many things can be bypassed when u run things not longterm. On some niches i know i get unacceptable business, circumventing and suspicious payments in x-xx amount of hours but by that time i have spent huge already. But for longer term campaigns u really need to know what not to put on adcopies so u wont trigger those bans.
