Yes, i think so. but i found the odd thing that if i try to advertise my product in google display network, it works normal and don't get banned.

Change IPs, MAC Address, Campaign Structure and few keywords while making new Campaign on a new Account with different billing info as well.
I created the campaign, the ads also can get approved,but the same time the account will be under review 2-3 days. But every time is banned after 2-3 days. I thought if my keyword is aggressive, so i try to change my keyword more mild. but get the same result.

What did they mention you reason while you are getting banned? Did they gave any specific reason or like for suspicious activity?

Then no way you can able to run even though if you change ip, you are just working as like a newbie who is new into adwords. Adwords is just not setup account, create campaign, and spend now a days.
So I think the account that your dealer gives you does not have a good spend history before, you need to switch to another provider.

They suspend accounts due to violation of their TOS. And then you do need multiple accounts to get back. Plus when we do blackhat ppc stuff, suspension is tend to happen.
