Google +1 Theory - what do you think ?

I was diging into google+ and +1 all around web. I observed one pattern that +1 makes big impact on personalized search of searchers query. For example, clicking +1 on any web pages will let google remember your preference and they try to stack up similar pages next time you search with same query. Also your friends +1 and people within your IP range are likely to have influence on search results. I'm not going to outsource +1 to folks outside the country for two reasons- one i want to check my theory of IP bubble that influences search results for people within that range. second, getting +1 from people outside the country for local business (offline) seems useless to me.

I created a group of folks from same state and asked them to click on +1 of one local business site. +1 are not much in number just 20 so far. My focus here is to get IP range within same state/country for the +1 promotion of local business site. So if we assume this and followed this plan how much will be the success ? I have not much data to share as it's not even week and not sure how many days to wait for any such change.

so experienced SEO members, critic/comment/reply on this theory.
 
Sounds really interesting and logical.

If a site gets lots of +1 from a certain area it should have 2 impacts:
1. Increase its relevancy to that area
2. Decrease the relevancy to other places

It makes sense cause a local business is super relevant to the city its in and 0 relevant to other countries...

I'd love to know what were the results of your test :)
 
well it definitely does affect serps and i believe that it even effects global searches. google is very hard trying to remove fake +1s if you are following the events.
 
I had upto 300 plus 1's on my site and didn;t move up or down at all they've been there for probably 10 days now
