You will want to find hosting in a country such as Russia that does not support the WTO. If you are going to host in France, you may as well host in the US. They are both part of the World Trade Organization.

Great info, thanks a bunch. How bad do you think latency would be on a website hosted in Russia?

Hate mentioning this company several times because I don't want to appear to be a spammer... but try PRQ. They are in Sweden and are run by one of the Pirate bay dudes (Anakata, I believe) . They are more or less anonymous, if they ask you for ID, just take any id scan you find on Google. They will accept it without checking further.
