I have FCS, Rankwyz and RankerX. I find RankerX is by far the best at creating and posting to accounts. Would recommend although I think the price may have gone up quite a bit now.
EDIT: Just re-read your OP. RankerX will not create "quality" Web2.0s as for this you will need to go in and do some manual blogs configuration, etc.

Im assuming you going to be using the web 2.0's as a part of your tier 1 links. In this case, you will want them to be as legit as can be. I would personally manual make them with excellent content. If you dont choose this route you can use software such as Ranker X.

Yeah... nah, nah mate. Have you actually tried automated link building on tier 1 or are you just repeating what gurus say?
On-topic: From my experience RankerX is the best tool on the market. It's far, far from perfect, but there competition isn't any better.

I used Autofill Magic - love it, but I'm lazy to the do work even the small amount. It's easy to use, cheap lifetime version, guy is always active here...
RankerX - not really happy as it's kinda forcing me to build links I don't need like T2. Also, I saw some really bad links. Software will put the whole damn article in the description or BIO and sometimes place link that's not even clickable. I feel like they are focusing on quantity rather then quality. I also noticed a good amount of failed registrations (I used private proxies fyi). Not bashing the software, just my experience.
Truboweb - tried the trial, didn't really like it a lot, but I like it more than RankerX to be honest with you. Now I'm doing another, proper trial this time to see if it works for me.
FCS - amazing piece of software, worked wonders. But, that was long time ago. Since it got sold (at least that's what the owner told us) it went to shit. High fail rate, can't create accounts... Same thing happen with Servinio hosting. They were fucking amazing and then guy sold it to some other firm and it went to shit.
I'm thinking I'll just stick with Autofill Magic because you don't have to do much work and you can easily create a lot of great stuff with it. And I combine it with Turboweb for some more automated link building. Will use GSA for T2 and that's it. Or maybe even RankerX for T2, but definitely not for T1. Don't know. They have great reviews, good support, nice tool, but still, don't like that they have so many websites and you can't actually choose where you want link, only how many and like I said, some of the links are really bad and looks spammy as fuck. But then again, that's just me. If they offer trial, just go and try it like I did. I used it for a month, didn't like it, I canceled my subscription and went to search for something else.

This matches my experiences nearly word for word, although I liked Turboweb a lot less than it sounds like you did. A few guys on the GSA forum are saying that RankerX can post to about 40 quality platforms, so I'm thinking of giving it another shot and focusing strictly on those.

What specific platforms are these? I've read the thread as well but it didn't really say exactly what they were. Helpful to know Rankerx is still of some value, though. Are these good enough for tier 1 as long as they have unique handwritten content?
I asked on that forum and he never replied, so I'm not sure. You could probably figure it out by running a couple test campaigns and separating the DF from NF platforms.
As for your second question, I'm still using spun junk on tier 1 sometimes, so yeah I absolutely think RankerX + decent content is good enough

I'm tester Turboweb currently.I try that and I wait 3 days from support e-mail ...
I never had to contact Turboweb support, but I am amazed at how disrespectfully many of these vendors treat their customers. I sent the makers of RankWyz a sales related email 3-4 months ago and never got a reply. Way to ensure that I will never, ever use your product!
