I don't believe any VPS plans from any hosting company would come with cPanel, that's not how it works,
You don't need cPanel specifically tho, there are dozens of other free panels that will do the work without any problems,
My choice/recommendations is always towards Contabo for most VPS/hosting usage (not affiliated),
Along with aaPanel, used to easily install OLS, PHP, MySQL, etc... and it has all of the features that you'll need

You definitely need to consider other control panels in this budget. Because CPanel licences now very hi-priced for VPS users. If you will use another products, with this budget you will have very good VPS servers. Good luck

Depending on the traffic you can always get a superb vps for this price and configure the servers yourself (or hire someone to do it lol).
Cpanel comes with monthly license cost, which would eat half of your budget.
Trust me, nginx/apache vhosts are easy to configure. Each new site you have, you will just copy an existing host file, change the domain name and application path/port, and issue a couple of commands. That’s all you gotta do.
Don’t be scared to experiment if you want to grow.

I believe you are confusing some things. VPS is simply a small little virtual machine that comes with bare operating system (that you choose) installed on it. You can then put on it anything that you want - that includes control panels (which is what cPanel is). You would then also need to manage that server yourself, which includes updating it, creating backups, hardening the security etc. - and I wouldn't recommend that unless you're familiar with Linux and server administration in general.
If you decide to go that route, you would have to get a VPS and a separate license for cPanel then, which can be quite expensive as people have already pointed out. There are a free control panels as alternatives which aren't as powerful as cPanel, but you can't really complain since they're free.
That being said, I personally have a VPS from Hetzner (which I totally recommend) on which I have installed Cloudpanel as a control panel. Cloudpanel is completely free and very easy to use and I'd recommend it if you're looking for something simple but powerful. In total, I pay about 5€ / month for that (the VPS comes with 4GB of RAM and 40GB SSD). You would probably have to get a larger VPS if you intend to host 30 websites, but since your budget is $10-$30 monthly, there'll be no problems finding a more powerful VPS.
If you're unfamiliar with server administration, my advice would be to get a managed hosting and save yourself a hassle. That is more expensive, but can be much better for your nerves.

The idea of using cPanel for single user panel is .. at least financially not that smart.
We are working with aaPanel (Free) and Webuzo (2.5$) and can guarantee that you will be more than happy.
Plus both have better interface compared to cPanel (Personal opinion).

I use a2, tier, and ovh, and I bought licenses for 2 of them and then bought a preinstalled cpanel for tier. I'm happy with the performance and uptime for each of them (shared hosting is the industry insider scam! lol) , but I think for you, for paying $30 a month for a vps, will only host at most 7-10 good sites, that can manage traffic, no more, other wise its detrimental on performance. Think that each site needs either 128-256 and for really intensive busy sites, and good themes, can need 512mb, and for $30 you get usually 1-3gb for memory.
