Scrapebox, Xrumer, GScraper, Mass Video Downloader & Mass Video Blaster are all great tools that everyone have should in their arsenal. The majority of these tools were created by BHW members.

All you really need is some social sharing bots (FB, TW, Pin, Etc Etc Etc), something that makes signing up for manual web2.0 forms easier, and maybe a simple bookmarking bot. Use the manual web2.0's for T2. For T1 build or buy PBNs and send those manual web2.0's to them. Then hit those T2 web2.0's with the social shares and social bookmarks on dripfeed over many weeks. Supplement that with a sprinkle of other diverse links you can buy for pennies and you have a start.

WEB 2.0 Creator - for tier 2, maybe for tier 1
PBN (Private Blog Network) - for own website in tier 1
Xrumer - forum and guest book posting, came with in-built captcha solving
Hrefer - to connect with harvester

If someone agrees to rent me these tools for a small rental fee that will be really nice..coz as a newbie one have to spend days to learn how to use these tools...it is difficult for a newbie to shell out hundreds of dollars without being sure whether he is capable to utilize such tools at all.

Scrapebox (find the $57 BHW special discount link), GSA (use the Spring code shared here), GSA CB if you wish. All three are one time payment.

For Web 2.0 and tier 1 stuff, you can just create manually. In fact, that is what is advisable for Tier 1. Automated links is anyways not advisable for Tier 1 as you do not have full control.

The content spinner get indexed? I've read somewhere that, Google discards the content spinner or flipper.
 
Google will index spun content, it may apply panda penalty. I would only recommend spun content on serp shaker (large authority/local) type sites where Google's Panda penalties do not seem to apply as much.
