No, he port scans his own custom ranges. Scraping the public lists wouldn't yield anything close to those kinds of numbers. I've never ran SB so I can't tell you exact numbers, but I gotta think you'd be lucky if you could get 500-1k Google passed proxies from scraping public lists.

2 yrs ago it use to be around 2.5k - 3k per scan google passed
and it was like that everyday..now its up n down 1 scan might be
1k google passed next scan 12-15 or 1800 passed
google bans means it fluctuates a bit now... but still enough
and weekend scans are always higher - more people online
and i do not scrape public proxies - i port scan them
