The quick answer is: Tools you create yourself....

Otherwise, why would any system that actually works, (or provides real value,) provide itself for free?

I don't think you'll get good and reliable tools for free.. if you don't have money just do it manually, it takes time but it works..

xrumer is good from the ones you mentioned. seo powersuite has a free version which you can use for as long as you want. paid versions have many more features added on for obvious reasons stated above - everything comes with a price

A lot of the best SEO tools are not free. You can get trials for these products but some of the features are limited. SEO Powersuite, Market Samurai etc. are all good trials to look at.

You can't find any high SEO tools at free. Why you don't earn some $$ and buy some tools,those give you more $$$$
