I have two answers:
1) The Holy Trinity: edu, wiki and gov.
2) Search your best competitors in your niche, find their backlinks (with scrapebox, for example) and make them for your site.

First rule - links should look natural - as if like someone else shared them, not you. This link building strategy works best. Masked as user links. It looks much cooler and better for Google. Keep in mind that authority sites and platforms will not allow someone to spam links like that ... That's why it has modern name - Link earning, not link building.
And there are also many other changes affecting the right link earning - content industry. Try be viral. Invest time and effort in an article, once it come viral, it will take good care of your link building - from shares in social site to sharing your link in forums and blog posts. That's it. Otherwise, there are technical specifications for this, but that's another topic. Topics like - from anchor text link to correct distributed link (mix) of different sites.

Everyone would line such a link. Well, the site and its owner should do something really fantastic.
I won't return a link from Mashable, wow, wait, this is also CNN.

Forums are a long term strategy, meaning you have to start building your presence there long before you actually want the backlink. So just start joining relevant forums and post a few there every week not worrying about backlinks. Do this in your spare time and over the months you will have established yourself very well. Make sure these forums are do follow. There is a good chance you will also be able to generate solid traffic from those who click on your signature link.
As for what else you can do, have you considered guest blogging? And, I'm not talking about spinning out articles for publication on other sites, but really writing a good article and submitting it to a high quality, high page rank blog that is similar to yours. If what you have written is in depth and worth reading, then you will deserve the backlink. And, that one really good backlink will be worth ten times what a forum backlink is worth.

Read up on link building. There are literally endless ways to get links. Be creative.

Quality guest posts are great. And when I say quality, I mean quality! Look up the running man method/skyscraper method on Google.
Basically you have to find websites relevant to yours that went down.
Check what other sites linked to them.
And then contact the other sites telling them that they're linking to a dead site, and maybe they could link to yours.

I agree with MK, a PBN, but with mostly the holy trinity as mentioned before of .edu, .wiki, and .gov links

Forum links are effective. If you spend some times, they will allow you to use your link. Blog comment is effective to get traffic on your site. .edu and .gov links are effective to gain higher PR.
