you can try stablehost? not the best but quite decent. $5+ per month should be cheap enough I think.

Ipage never ever go with them hosting their hosting is a bullshit if you want waste your money then go ahead and buy I saw a hostgator offer 60% buy that one for one year

I suppose iPage would be an okay host, but you also have Namecheap and they are awesome. I am unsure if they have what you are needing but their hosting plans start at $49.99 per year with a free domain name.

i have used ip-networx with good success but i guess a lot other providers are great, if you can get different class ips etc... so to leave no footprints

I think that it will be difficult for anyone to guarantee quality with such a low price.. But maybe it will work for your projects.. Bluehost and mddhosting are pretty solid and stable from my experience..
