    Is it possible!?

On CPC on Google, it says that the lowest I can go is $0.08

... I am 100% sure that if I give $0.01, I will still have 1-3, how can I do it?

It's not just the bidding position. Your account lacks the quality score to be allowed 1 cent bids. Google will just raise your cpc to 8 cents. Increase your quality score using targeted ads and keywords to increase your ctr. When your quality score is higher, feel free to lower your cpc.
